Crime: IELTS Writing Task 2 question
The number of people who become victims of online fraud, such as fake shopping websites and dishonest emails, is rising. What are the causes of this problem and what measures could be taken to solve it?
Question type: Problem and solution · Write at least 250 words · About 40 minutes
How to approach it
The question asks for causes and measures, so you need two clearly separate sections. Explain why online fraud is increasing, then suggest solutions involving individuals, companies and governments. Avoid technical detail: the examiner is assessing your language and argument, not your IT knowledge.
Suggested outline
- Intro: paraphrase the problem and preview the causes and solutions.
- Body 1: causes - far more shopping and banking now happens online, many users cannot recognise fake websites or messages, and criminals can operate from other countries and are rarely caught.

- Conclusion: summarise the causes and solutions.

Online fraud, from fake shopping websites to dishonest emails, is affecting an increasing number of people. The rise is linked to the growth of online activity, low awareness among users and the difficulty of catching offenders, and each of these causes points towards a possible solution.
The most basic reason is that far more of daily life now takes place online. Shopping, banking, paying bills and booking holidays are increasingly done through websites and apps, which gives criminals many more opportunities to deceive people. At the same time, many users lack the digital literacy needed to recognise a trick. A fake website can look almost identical to a well-known shop, and phishing emails that appear to come from a bank or delivery company can persuade even careful people to enter passwords or card details. Older users and those who have only recently started using the internet are particularly vulnerable. Finally, fraudsters can operate from anywhere in the world, often from a different country from their victims, which makes them very difficult to trace and prosecute.
Several measures could reduce the problem. Firstly, governments and banks should run campaigns to raise awareness of the most common tricks, explaining simple warning signs such as unexpected requests for payment or urgent messages demanding personal information. Secondly, banks and online retailers should strengthen their security, for example by requiring two-step verification for payments and by monitoring accounts for unusual activity, which can stop a fraud before any money is lost. Thirdly, since much of this crime crosses borders, police forces need to cooperate internationally, sharing information and making it easier to arrest offenders wherever they live.
In conclusion, online fraud is rising because more activity has moved online, many users cannot identify deception and criminals are hard to catch. Education, better security and international cooperation together offer the best protection.
