Transport: IELTS Writing Task 2 question
In some cities, more people are choosing to travel by bicycle or electric scooter rather than by car. Why is this happening? Is it a positive or negative development?
Question type: Two-part question · Write at least 250 words · About 40 minutes
How to approach it
First explain why people are switching to bicycles and scooters, then decide whether the trend is positive or negative overall. A clear position can still mention problems, such as safety, as long as you explain why the benefits are greater or smaller. Answer both questions in roughly equal depth.
Suggested outline
- Intro: paraphrase the situation and give brief answers, e.g. cost, convenience and health are the main reasons, and the change is mainly positive.
- Body 1: reasons - traffic jams and high parking costs, new cycle lanes and rental schemes, and growing interest in health and the environment.
- Body 2: evaluation - mainly positive: less pollution and congestion and more exercise; accidents and scooters left on pavements are real problems, but clear rules can manage them.
- Conclusion: restate both answers.

- Accidents and badly parked scooters can endanger pedestrians
Band 7+ vocabulary

In a number of cities, a growing number of people are choosing bicycles or electric scooters over cars for their daily travel. This shift is mainly driven by cost, convenience and concern for health, and I believe it is a largely positive development.
There are several reasons for this change. For many urban residents, driving has become slow and expensive. Heavy traffic can turn a short drive into a long and frustrating journey, and parking in city centres is often difficult to find and costly. By contrast, a bicycle or scooter can pass through busy streets quickly and be parked almost anywhere. Many local governments have also encouraged the change by building cycle lanes and introducing bike-sharing schemes and scooter rental services, which allow people to make short trips without owning a vehicle. In addition, people are increasingly aware of the importance of regular exercise and of the environmental damage caused by cars, so cycling appeals to them as a healthier and greener alternative.
In my view, the benefits of this trend clearly outweigh its problems. Each person who cycles instead of driving reduces air pollution and congestion, making cities quieter and more pleasant for everyone. Cyclists also gain regular physical activity as part of their daily routine, which improves both physical and mental health. Admittedly, there are real concerns. Accidents involving cyclists and scooter riders can be serious, and rental scooters left carelessly on pavements create obstacles for pedestrians, especially older people and wheelchair users. However, these problems can be managed through clear rules, such as speed limits, designated parking zones and lanes that separate bikes from cars.
In conclusion, more people are cycling and using scooters because driving in cities has become inconvenient and expensive, and because cities have made the alternatives easier to use. With sensible regulation, this is a positive development.
