Government: IELTS Writing Task 2 question
Many governments spend very large amounts of money to host international sporting events, such as the Olympic Games or the football World Cup. Why do governments do this? Do you think it is a good use of public money?
Question type: Two-part question · Write at least 250 words · About 40 minutes
How to approach it
The first question asks for the government's reasons, and the second asks for your opinion, so you must give a clear yes, no or partly. Keep the reasons in the first body paragraph separate from your evaluation in the second. Support your view with general examples, such as unused stadiums or growth in tourism.
Suggested outline
- Intro: paraphrase the situation and give brief answers, e.g. governments seek prestige and economic benefits, but hosting is often not a good use of public money.
- Body 1: reasons - international attention and national pride, the hope of more tourism and investment, and a chance to build new infrastructure such as transport links.
- Body 2: evaluation - costs often rise above the original budget, stadiums may stand empty afterwards, and the money could fund hospitals or schools; hosting is worthwhile only if the facilities have long-term use.
- Conclusion: restate both answers.

Many governments spend enormous sums to host international sporting events such as the Olympic Games or the World Cup. They do so mainly in search of prestige and economic benefits, but in my opinion this spending is often not a good use of public money.
There are several reasons why governments compete to stage these tournaments. Firstly, hosting brings international prestige. For several weeks, the host country is watched by viewers across the globe, which gives it a chance to present a modern, welcoming image, and success on home ground can create a strong sense of national pride. Secondly, governments hope to attract more tourists and investors, expecting that visitors who enjoy the event will return in the future and that foreign companies will view the country more positively. Finally, such events provide a reason to build infrastructure that might otherwise be delayed for years, such as new railway lines, airports and roads.
However, I believe that hosting is usually not worth the cost. Projects frequently go over budget, sometimes by a large margin, as construction becomes more complicated and security costs rise. After the event, some stadiums and athletes' villages stand empty because there is no regular demand for facilities of that size, and each one becomes a white elephant that is still expensive to maintain. Meanwhile, the same money could have been spent on hospitals, schools or housing, which would benefit citizens every day for decades. Hosting can only be justified when the facilities have a clear long-term use, for example when stadiums are later converted into community sports centres and new transport links serve existing residents, creating a lasting legacy.
In conclusion, governments host international sporting events to gain prestige, attract tourism and build infrastructure. However, unless careful planning ensures long-term benefits, these events are rarely a wise use of public money.
